I do not think the Megapenthes in CA have a completely pale venter like this...

also, it's a female not a male (those are girly parts, specifically the ovipositor, sticking out down there)

can't tell...need to see underside of thorax
and maybe hisg-res close-up of dorsum of thorax. But both genera have species with this color pattern in CA.
