Small Wasp with red mites

Small Wasp with red mites
Pacific Heights Neighborhood , Saskatoon and Area, Saskatchewan, Canada
July 27, 2017
Found this wasp on the back porch after sunset - was likely drawn to the light with countless other bugs. It was a very warm and oddly humid evening.
I would like assistance identifying the species or family of this wasp, I am fairly certain it is a parasitic wasp.

I am fairly certain the mites are some kind of Whirligig mite as they are quite common here but I would like to know if they are hitch hiking or attacking the wasp.
Cheers, and thak you!

Alysiinae…

Thank you! Do you know if the mites are hitch hiking or attacking the wasp?
