I saw this small wasp ca 5mm (prob. Braconidae) laying an egg in a cocoon and I would love to know its ID.

Gelis tenellus (female)…
Difficult to say what the cocoon might be since there is a wide array of hosts attacked by this species including moths, ichneumons, chalcids, and sawflies.

Cocoon
Looks like a gracillariid cocoon to me. Given that this appears to be a black cherry leaf, it might be from one of the Parornix or Caloptilia species that use that host.
