2 possibilities:
Cacopsylla striata - in the guide here
Chamaepsylla hartigii - not yet in the guide, but it's a holarctic species and some photos from Europe here

The flash glare slightly obscures the terminalia here, which is what we need to distinguish the two species. In C. striata, the dorsal valve of the terminalia is much longer than the ventral valve, whereas in C. hartigii both valves of are similar length. If you have any photos that might show the terminalia better, they could help get this one to species. If Chamaepsylla it would be a new genus for the guide.

 
Unfortunately, I got just one other shot...
...and the glare is even worse on that one. :(
