If you are not very familiar with the general basics of Wasp & Bee identifications, then you might want to withhold your comments, until you know more about them. Correct?

This looks like a female Bembix americana comata. (western)

I am not familiar with the Northwest and there's no indication of length but if it's less than half an inch long, I think it's one of the Solitary Bees.
