Looking carefully at the discussion in Lam, (1) this appears to be a male Slender Bluet, Enallagma traviatum. The critical marks are:
  • large eyespots
  • narrow black shoulder stripes
  • middle abdominal segments mostly black with blue rings
  • abdominal segments 8 and 9 blue
  • abdominal segment 10 black, long appendages are just visible in the photo
The Turquoise Bluet, E. divagans, is very similar, but differs in the characters above. See guide page for Internet references.
