Similiar to Scorpionfly? - Rocconota annulicornis

Similiar to Scorpionfly? - Rocconota annulicornis
Mastic, Suffolk County, New York, USA
July 18, 2017
Size: About 20mm (?)
The closest match I can find is some type of Scorpionfly, but nothing matches the amber wings and striped abdomen. The thorax had spikes. The head at first looked like a Scorpionfly, but in other photos I can see a curved labium(?) at the tip.
