Not a gall
Integral insect galls on leaves may not be very thick, but there should be some increase in thickness or some folding or some growth of concealing hairs (erineum) to provide shelter for one or more larvae.

This looks like necrotic leaf tissue. Circular leaf spots like this are often caused by a fungus or bacterium, but could also sometimes be the leaf's response to a physical stressor.
