Is it possible to ID this wasp from this angle, or is more detail required? It was feeding on Foeniculum vulgare.

Tough one
I am not sure whether this is pensylvanica or germanica. The head markings are not well visible on this image but the yellow eye loop seems to be absent (which would point to germanica). However, the pattern on tergum 2 looks more like pensylvanica.
