This is a reasonably common beetle in the area, always found on either Salsola australis (Russian thistle) or Bassia.

The ID is based on a lot of reading and specimen comparison (red pronotum and elytra pattern). Also worth noting that C. histrio is the most abundant terrestrial species in CA by far, according to the SBMNH database. It should not be taken as more than 95% confident.
