Not sure kind of wasp? - Isodontia mexicana

Size: About 1" or so
This guy was flying and collecting pollen along with a northern paper wasp. I don't think this particular insect is a paper wasp... even though it seems it has some of the characteristics? Can anyone help identify the kind of wasp? With it being all black and seemingly some fly-like characteristics ... I'm confused! Thanks in advance as usual for any help!
