Neoscona has ...
a different ventral, this is more likely Araneus gemmoides but we would need to see a dorsal view.

Araneid of some kind...
Looks like an orb weaver - Araneidae - based on the body shape & patterning my first guess would be something in the Neoscona genus...

Spiders in this family are completely harmless, albeit quite large, sometimes.
