Polistes
The pattern looks like rubiginosus but the propodeum is only weakly ridged (as in carolina). Unfortunately, it is not possible to identify this wasp further without a specimen.

Jeff is correct. She appears to have something living under parts of her abdomen. Let's wait for an expert.

Polistes
I agree that it is a Paper Wasp in Polistes, but I am not confident of species level ID.

I do think I see a Twisted-winged Insect or two, Order Strepsiptera, maybe in the Genus Xenos.
