The overall elongate body structure, unhooked setae, and lack of long scoli should suggest one of the more typical naked genera. Debris may be incidental rather than typical (and when debris is carried, it's typically in a developed packet rather than just a couple pieces). Though apparently, there are Meleoma that have been noted to carry only a few pieces (but otherwise are generally naked larvae). That genus may be well worth consideration.

Species known from Quebec include: Ceraeochrysa lineaticornis Kymachrysa placita (both debris-carriers), Chrysopa chi (haven't seen), Chrysopa nigricornis, Chrysopa oculata (both different head markings), Meleoma emuncta (haven't seen), and Meleoma signoretti (some similarity in the inner markings, though the outer may be a bit lighter here; body markings seem significantly lighter than expected).
