upon looking at the specimen.. its Metylophorus novaescotiae, male

It sure does look like Indiopsocus
Indiopsocus bisignatus is the only Indiopsocus species listed in (1). The forewing pattern in this specimen does look much like Fig. 315 so it's fairly safe to call it I. bisignatus. If you have the specimen, I'd like to see it to confirm. This one, of course, is a male.
