At first I thought this was Polistes fuscatus, but I don't remember the ones I have seen previously with such pale eyes and face. Help with ID appreciated. These wasps have the uncanny habit of seeming to turn to stare at the camera.

this is polistes fuscatus, male. Yes, males do have a pale face and eyes, and curled antennea.
