I think these are flies, but not entirely sure. The female would fly to various locations on the tomato and basil in our garden while the male tagged along for the ride. This is on a cherry tomato to give you an idea of their smallish size. Beautiful colors with the orange antennae and white fore legs.

Believe it or not, this is another member of Conopidae!
...though the genus here, Stylogaster, is perhaps the most "different-looking" among any within the family (with its extremely elongate, spindle-like terminalia, and sausage-like antennae).

 
Last month I found a single one.
They really are different looking, but very pretty.
