Female I believe.

Yellowthroat Loop at this State Park is an awesome site to study these flies. They are locally abundant at this time on this trail. Perching mostly on the ground or on objects within a few inches of the ground.

Psilocurus nudiusculus, female. As Herschel says, female differs in appearance -- often being much paler marked than male.

Impressive
sexual differences if this and the male striped one are conspecific.

 
Almost...
I almost got a chance at a mating shot. I was sprawled in the shade on the road waiting for the tram to pick me up when I saw a mating attempt on low vegetation on the other side of the road. Unfortunately the attempt was short lived and they decoupled before I got in range.
