Many of these were flying at 5 to 15 feet height above a meadow a couple hours before sunset at the same time I saw lots of flying ants (picture of flying ant is separate submission).

FIeld guides
don't show this view of dragonflies. Given that the thorax appears to be green combined with the overall shape and described behaviour I'd hazarda guess at Anax junius.
