Apioceridae or Asilidae? - Apiocera - male

Apioceridae or Asilidae? - Apiocera - Male
So. El Monte, Whittier Narrows Natural Area, W. of San Gabriel River., Los Angeles County, California, USA
August 22, 2017
Size: ca. 15 mm
I've gone back and forth on this one comparing images and it sure is close to a male Apiocera vs. Robber Fly Efferia, but need guidance. It was landing in soft, powdery silt of dirt road in mid-day heat. Here shown landed on colored cement on road.
