Fishfly or.....? - Glenurus gratus

Fishfly or.....? - Glenurus gratus
Just off of Bear Creek Road in the southwest section of Oak Ridge, TN, Roane County, Tennessee, USA
August 23, 2017
Size: ~2.5"
Where I work I am next to the woods and a ridge. I get to see a wide array of insects and other wildlife. I saw this insect on the side of our building and at first thought it was a small hellgrammite, but when I got closer I saw this beautiful and unusual insect was something else. Searching the net I've concluded it may be a species of fishfly (???). In any case I would really like to have the ID as it is so unusual.
