This might be a female Pepsis thisbe, but I'm not sure. For this size, that is more likely than several other species. It looks like her wing tips are slightly clear, which would confirm the ID.

 
How about chrysothemis?
I thought thisbe couldn't have such extensive dark margins?

Sometimes the black band is thick and sometimes thicker than those on Pepsis chrysothemis.
Pepsis thisbe: ♀ The clear tips don't seem to show up, as well on this female, above. So, you are most likely correct.

Yeah, if I saw the clear tip I'd be concerned, but I'm quite sure there isn't one here.

 
Red Bug
I think that is right...I was thrown by how red it was..the image was flattened and elongated when I tried to shrink the image size. I looked a a much better picture and the details do match.
