Frustratingly tiny fly that didn't hang around for better shots. I am wondering if Geomyza balachowskyi might be a match? The only images in the guide are of a pinned specimen which makes it a bit tough to compare, but on the Diptera.info forum there is a post showing a live specimen that looks quite similar:

I also see that there is at least one record of this species having been collected in WA:
