What kind of bug is this? - Cinara strobi

Size: 3-4mm lengthwise
These bugs have infested one of our White Pine trees. My guess is that they are eating the sap, as they don't congregate on the top of any of the branches. They are very small, less than 3-4mm lengthwise. We noticed them principally because wasps are swarming the tree, most likely to eat these bugs.
Any help in identifying them is appreciated!

Definitely that genus at least.
Definitely Cinara, and I was thinking C. strobi too. I don't think any other species that host on white pine have this distinct black and white look but there are a few that will feed on white pine and the genus is kind of difficult to ID from pics, most keys use a lot of hair counts and ratios of body parts for species ID.
