Collected on white spruce. I think this is spruce gall midge. It's listed as Mayetiola piceae in every extension fact sheet I can find, as Dasineura piceae in ITIS, and according to this publication (1) is Piceacecis tsugae (=Phytophaga piceae), none of which I can find in the guide. I'm not overly familiar with gall midge taxonomy, so would appreciate it if someone could confirm the ID and give it a proper taxonomic placement.
