Tiny bugs huddled together on my balcony railing?

There is a group of bugs on the side of my balcony railing in the footprint of a US nickel. Looks like 20 or so. They are just sitting there huddled together. I'm curious as to what they could be?

Are they red...
...with black legs?

 
Just checked..
Yes they are. I had to get a closeup with my phones camera then zoom the image to see them. They look black to the naked eye but bright red in the photo. Yep, red with black legs.

 
Could be one of...
...several different Leaf-footed Bugs (Coreidae) species. They are still in the nymphal stage.

Must of these images end up under Unidentified Coreid Eggs and Hatchlings
