Looks familiar, but I can't quite place it.
It's a syrphid and a nice clear shot, though a bit on the small side. Please see this post, though I think your insect is different:

(FYI, look closely at the stripes and you may see differences. Broken stripes? Stripes of constant or varying thicknesses? It'll come in time.)
