IMO, this appears to be 'Baird's' Old world Swallowtail (Papilio machaon bairdi). I'm basing this mostly on the lack of orange on the underside along the forewing large spots. I can't see the topside black spot clearly in any photographs. This swallowtail was in a constant state of movement with wings beating while it nectared. Can't rule out Black Swallowtail (Papilio polyxenes) in Arizona. I think a rare sighting of Anise in Arizona is unlikely in this case.
