Eulophidae (?) - SR-036 - Aphanogmus

Eulophidae (?) - SR-036 - Aphanogmus
Santa Rosa Island, Santa Barbara County, California, USA
April 5, 2017
Size: 1.25 mm
Keying this specimen to family (my only real goal) has been very difficult. Gestalt tells me it looks closest to Eulophidae, but it doesn't key to that -- and no matter what I key this specimen to, it has characteristics that are not found in that family. Kinda maddening.
