Female Aeshna subarctica
That is a female Subarctic Darner. Black stipe across the face and "bent" looking front thoracic stripe (rather than straight or notched) that is thicker at the bottom end.

I used to see subarctica with the posterior thoracic stripe "skidoo" shaped or with a "boot" shape like lake darner. This one was intrigating me a lot, thanks for the ID!

Thanks for the additional photo. It isn't Lance-tipped. I can't match your dragon to any reference I have.
