Fungus infected
I'm not sure what it is yet, but the fungal infection is obvious. See more examples on this forum article: Arthropod Pathogenic Fungi
This might be an infected Goldenrod Soldier Beetle, Chauliognathus pensylvanicus. (eastern) Hold on for an expert.

I was thinking maybe a soldier beetle too, but hadn't seen anything like it before.
