Again, note the presence of the (very short) cross-vein r-m connecting the discal cell to the longitudinal veins (radia) near the wing edge...and also the conspicuously pilose eyes.

This is a male, as the eyes are holoptic (i.e. barely separated above, and filling most of the surface of the head).
