The only examples that I have seen that have a passing resemblance to this are from Labrador, Canada and Washington state, oh! and Alaska, too. I thought at first it was a Potato Aphid, but there were too many conflicts...

Looks like a pale pea aphid:



It is a globally distributed plant pest, and if there are any legumes around it is likely to be there.
