Polistes dorsalis
The males have the anterior surface of the apical flagellomeres pale, which brings this to dorsalis.

P. fuscatus.
Looks like the northern paper wasp, Polistes fuscatus. I see males (pale, square faces) as well as females on this crowded nest. Neat image.
