Tiny dune wasp - Cheiloneurus

Tiny dune wasp - Cheiloneurus
Balboa Peninsula, Orange County, California, USA
September 26, 2017
Tiny wasp running on the dunes. Thought it was an ant until I knelt down and looked closer.

Moved from ID Request.

Thanks all
Hopefully distinctive enough in appearance and locality for further ID (no other pics sadly, he was not cooperative!).

Chalcid wasp…
Any other views?

See reference here.

could it be Eupelmidae?

I've had some roughly similar ones
placed in Encytinae, like this Cheiloneurus -

I agree with Rosenfeld
This is the genus Cheiloneurus.
