This looks like Termite mud-construction to me, but let's wait for an expert opinion. If you poke at it and then flakes of it start to fall off, sometimes you will see tunnels and the "little chompers" running and hiding from the light. (lizard food)
If you go back on subsequent days, you may notice expansions of the original artwork. After a while, it looks as if the mud was dripping upwards, in stages that fan out from the earlier mud-packing sessions.
