Judolia montivagans 01a - Judolia montivagans
Boulder Pass Trail, ~20 miles northeast of Republic, Ferry County, Washington, USA
July 20, 2006
Photographed at the Boulder Pass Trail, ~20 miles northeast of Republic, ~10 miles south of the Canadian Border, ~150 miles east of the Cascade Mountains, at ~4500 ft in Elevation.

Moved to species page.
See comment under cropped, lightened image (clickable thumbnail below).

Judolia
It's a specimen of Judolia montivagans (Couper, 1864) or Judolia instabilis (Haldeman, 1847)
I'm unable to decide the species since the elytral apex (subtruncate or rounded, respectively) isn't visible.

Not sure if you can see enough detail, but:

flower longhorn
Lepturinae subfamily. Feel unable to decide which one, diverse group.
