Female Aeshna canadensis?
The notch in the front thoracic stripe looks too sharp for Green-striped. However, from this angle, that is tough to be sure of. A shot of the thorax that shows the backward projection of that stripe would be needed to be sure. Female Canada Darners vary widely in color and this green form would not be unusual. It could be either Canada or Green-striped but looks more like the former.
