I believe the host oak in that location should be Quercus cornelius-mulleri, one of the scrubby white oak species that was split off from Quercus dumosa.

There are a couple of similar galls on golden oaks in California so knowing this is a white oak is important.

Also potentially important for sorting out the leafminers I reared from this host--the oak feeders seem to be more finicky in California than elsewhere.
