This is the exposed larva of the Balsam Shootboring Sawfly - Pleroneura brunneicornis (Hymenoptera: Xyelidae), a common pest of balsam fir Christmas trees. These pictures were taken at different times while researching a manual on pests and diseases. This photo and the others show the typical rosette shape of the infested buds.
