I believe this is a Mexican amberwing dragonfly.

This is definitely a male Mexican Amberwing (Perithemis intensa). The unstriped thorax is distinctive.

Eastern Amberwing also possible. Do you have another shot, even if blurry, showing the thorax unshaded and/or more detail on the wings? (It's sometimes tough to get IDs on western odes, plus I'm no expert.)
