Figitidae
This is a Figitid wasp in the subfamily Eucoiliinae. They have a variety of biologies. Some are gall formers and others are parasitoids of dipteran larvae. The raised, Teardrop-shape on the dorsal surface of the thorax (=mesosoma) is characteristic of Eucoiliinae.

 
Eucoiline biology
Eucoilines are all primary koinobiont endoparasitoids of Cyclorraphous Diptera; none of them are gall formers.
