I am not sure if this is a miner, yet I think so--it looks like it is an old mine with one side broken.

Moved from Unidentified Leaf Mines.

Could be Parornix or Phyllonorycter.
SG22 is also a gracillariid mine, possibly Caloptilia superbifrontella which makes mines like that on Hamamelis. No miners are recorded from Fothergilla.

Might be (if so, then Gracillariidae)
I would need to see the leaf to be sure.
