brown and white striped leafhopper - Amblysellus curtisii

This is another of those surprises - this boldly striped leafhopper - seen from above it seems to have a frowning face. I'd never seen this one before. I searched for it using "striped leafhopper" but I did n't see it in the fairly short list. Its ratchet legs do say "leafhopper" in the alternate image.
