When I first saw this while processing it, I could have sworn I submitted a similar wasp some time ago, but memory is a vanishing commodity these days. No discernable ovipositor is visible on this image but I was unable to get an oblique shot before it flew off in a hurry...

With neither evidence of an ovipositor or gonoforceps at this angle, I'm not so sure this is Mesochorinae. Just from what I'm able to see of the wing venation at this angle, the areolet strikes me as potentially on the small side. The hind margin of the head also seems atypical for a Mesochorus.
