I favor genus Amara -
- perhaps in the Amara musculis-rubrica complex based in part on the small body size. But even "3 mm" is too small as members of the complex are not smaller than about 5 mm. Heidi, do you have this specimen to recheck body length? I'm a serious collector of carabid beetles in the Milwaukee area so hopefully I have some extra insight. However, I still have occasional difficulty in identifying Wisconsin carabids from photos alone.
