Black wasp with blue hairs - Podalonia

Black wasp with blue hairs - Podalonia
Alex Hole, Siskiyou County, California, USA
July 9, 2012
Found foraging along ground in open area within surrounding coniferous forest, near the crest of the Siskiyou Mountains on the California-Oregon border.

Been wondering what it is? I don't recognize it off hand, and haven't had time to try to run it through Huber & Goulet.

Interesting blue vestiture...and beige areas on the inner edges of the hind tibiae (see 2nd photo). Bristles on front and middle legs suggest adaptation to digging. Mandibles fairly long & narrow when viewed laterally (again, see 2nd image).

Thanks for your help, John
I knew I should have recognized that wasp...but, alas, I didn't.
