This is now an absolutely certain ID and can be moved to its proper home. BTW, photo has detail and some life as well. Nice.

Plants
No Fremontia anywhere for miles and miles. Woody plants would chiefly be manzanitas, ceanothus, oak, black sage, and mountain mahogany.
