It might be Cacophrissus pauper Bates, 1885 (http://plant.cdfa.ca.gov/byciddb/details.asp?id=1800) or, less probably, Haplidus laticeps Knull, 1941 (http://plant.cdfa.ca.gov/byciddb/details.asp?id=1818)... unfortunately, I don't know well these species...
