I am trying really hard to get my hands on Quednau's Atlas of the Drepanosphine Aphids of the World (which includes this subfamily) but it seems like it is impossible! If I do manage it I'll see how well-studied this genus is, maybe it will have more information to solidify your species ID.

Stegophylla essigi
I keyed this out in the iNaturalist observation and came to Stegophylla essigi.
https://www.inaturalist.org/observations/8652095
http://www.aphidsonworldsplants.info/C_HOSTS_Qua_Rey.htm#Quercus
The paper describing the species starts on pdf page 47:
http://hilgardia.ucanr.edu/fileaccess.cfm?article=152663&p=KTZZVF
It wasn't a completely perfect match, just a much better match than every other species in the genus. Either it is an undescribed species or it is Stegophylla essigi. All the specimens for the description were taken a few hundred miles north of here so minor variation in the species seems likely. Not sure I could rule out an undescribed species, but these seem so close that is probably a stretch.
